PURPOSE OF RECOMMENDED ACTION

The purpose of this recommended action is to provide additional time for the Department to complete the solicitation process for a new contract for security guard services requested by the Courts throughout the County and to provide as-needed security at various Departmental sites.

JUSTIFICATION

The Sheriff’s Department is requesting additional time to complete the solicitation process. The attached amendment is needed to allow the Sheriff’s Department to continue the existing service level to the Courts pending approval of a new contract. The Sheriff’s Department provides security guard services to County Courts under a Proposition A contract.

FISCAL IMPACT

The total sum for the full extension period is $1,500,000.

FINANCING

Funding for the contract security guard services is included in the Sheriff’s Department FY 2000-2001 operating budget.

FACTS AND PROVISIONS/LEGAL REQUIREMENTS

On July 11, 2000, your Board approved a six month extension to the existing contract with Inter-Con Security Systems, which will expire January 10, 2001. This action was intended to grant time for the Department to prepare a new solicitation for security guard services. The Sheriff’s Department made a diligent effort to complete the solicitation, however, we were unable to complete the process within the six month extension period. Therefore, we are requesting an additional six months to allow completion of the bid process.

Inter-Con Security Systems, Inc. is in compliance with the Child Support Compliance Program Certifications and GAIN requirements.

The attached amendment has been approved as to form by County Counsel.

CONTRACTING PROCESS

The Sheriff’s Department is also submitting a revised Solicitation Schedule for Security Services for County Courts and Sheriff’s Facilities. We anticipate completing the process by March 2001 and will make a recommendation for contract award to your Board in April 2001.

IMPACT ON CURRENT SERVICES

Approval of the amendment will provide continuation of existing security guard services at Courts throughout the County and at several Sheriff’s Department locations.

CONCLUSION

Upon approval by your Board, please return an adopted copy of this action and two originally executed copies of the amendment to the Sheriff’s Department for further processing.

THIS AMENDMENT NO. 5 TO AGREEMENT NO. 70898 IS MADE AND ENTERED INTO THIS ________ DAY OF ______________ 2001

WHEREAS, the County of Los Angeles, hereinafter referred to as “COUNTY”, and Inter-Con Security Systems, Inc., hereinafter referred to as “CONTRACTOR”, have entered into Agreement No. 70898 to provide security services to courthouses and other various facilities; and

WHEREAS, COUNTY AND CONTRACTOR desire to amend the agreement to extend beyond the current expiration date on a month-to-month basis up to six (6) months, at the County’s option.

NOW THEREFORE, the parties hereby agree that Agreement No. 70898 is amended to change the following provisions:
