PREVENTION AND APPROVE FORM AMENDMENTS TO
THE AB 1733/2994 CHILD ABUSE AND NEGLECT PREVENTION
AND INTERVENTION PROGRAM AGREEMENT

IT IS RECOMMENDED THAT YOUR BOARD:
1. Accept a Child Abuse and Prevention Intervention Treatment (CAPIT) grant of $3,332,602 for FY 1999-2000. This amount includes an augmentation in the amount of $1,134,091. AB 1733 is funded by 100% State funds through an annual allocation from the California Department of Social Services (CDSS). FY 1999-2000 is Year Three of a three-year AB 1733/2994 Agreement period.
2. Approve and instruct the Chair to execute six (6) copies of the Standard Agreement, Grant Number A9919 with the CDSS to fund a child abuse and neglect prevention and intervention program.
3. Approve the attached Form Amendments to the AB 1733/2994 Child Abuse and Neglect Prevention and Intervention Program Form Agreement.

4. Authorize the Director of the Department of Children and Family Services (DCFS), or her designee, to execute the appropriate Form Amendment with each of the community agencies at the amounts listed in Exhibit A, which represent the augmented amounts.
The purpose of the recommended actions is to accept the State grant for AB 1733 services. The grant includes a funding increase of $1,134,091 in AB 1733 funds available through the State Budget, which provides a statewide increase in AB 1733 Child and Neglect Prevention and Intervention Program funds. The funding for the AB 2994 portion of the program remains at the same level.
Execution of the Form Amendments will enable an increase in needed prevention and treatment services provided to child victims and their families by various community-based agencies currently under contract with DCFS to provide such services. The AB 1733 funding increase, in combination with the AB 2994 birth certificate funds, is provided to community agencies in Los Angeles County for prevention and intervention programs to children who are at high risk of abuse and neglect. Funding for AB 2994 is derived from a special $7.00 surcharge added to fees for certified copies of birth certificates in Los Angeles County and deposited into the Countys Childrens Trust Fund.
Year Three of this CAPIT grant is $3,332,602, which includes an augmentation of $1,134,091 of which $1,077,386 (95%) has been identified in Exhibit A to fund increased services in child abuse and neglect prevention programs currently provided. This $1,077,386 will increase the total annual contract sum for the AB 1733/2994 Program Agreements in FY 1999-2000 from $6,066,435 to $7,143,821.
Of the $1,134,091, $56,705 (5%) will be allocated to the Salaries and Employee Benefits account to cover DCFS administrative costs.

The $3,332,602 is included in the Departments FY 1999-2000 budget. AB 1733 is funded by 100% State funds through an annual allocation from the CDSS. DCFS is permitted to retain a maximum of five percent (5%) of the grant amount for administrative costs. There is no net County cost.
The current AB 1733/2994 Child Abuse and Neglect Prevention and Intervention Program Agreements were approved by the Board on June 17, 1997, for a three-year contract cycle beginning on July 1, 1997 and ending June 30, 2000.
On August 21, 1998, AB 2779 was chaptered. This legislation provides for additional funds to counties, subject to appropriation in the States annual Budget Act, for Child Abuse Prevention, Intervention and Treatment programs, which in Los Angeles County continues to be referred to as AB 1733. The additional funding allocated to Los Angeles County through AB 2779 is $1,134,091 per fiscal year.
AB 2779 authorized counties that qualified to receive an augmentation of funds to continue provider contracts that were in effect June 30, 1998, and to augment existing provider contracts during the 1998-99 fiscal year without a competitive bid process. On December 21, 1998 the CDSS issued a letter to county boards of supervisors and county CAPIT administrators which identified requirements for counties to plan for and receive CAPIT funds. Counties were also authorized to continue existing contracts through June 30, 2000. Each Supervisorial District office was contacted by staff from ICAN and DCFS to review and approve the allocations for their share of the additional funds.
The recommended distribution of grant funds was made in conjunction with ICAN and each of the Supervisorial Districts. Services funded are based on unmet needs in each of the Supervisorial Districts, particularly to isolated families with children ages 0-5 and child victims of crime. These services include high quality home visiting programs.
The 38 agencies recommended for funding have submitted revised program narratives and budget modifications to reflect the number of additional hours and services to be provided by their professional and paraprofessional staff in the areas of child abuse prevention in accordance with Exhibit A.

DCFS staff will review and approve each agencys revised program narrative and budget prior to execution of the Amendments. DCFS will be responsible for monitoring the program and budget expenditures.
This Board Letter has been reviewed by the Chief Administrative Office and County Counsel. The attached Form Amendments have been approved as to form by County Counsel.
The 55 agencies providing Child Abuse and Neglect Prevention and Intervention Program Services were selected through a competitive Request for Proposals process in March 1997. The Agreements are currently in the third year of a three-year term that ends June 30, 2000. The agencies were selected according to their ability to meet established priorities in each of the five Supervisorial Districts in Los Angeles County.
IMPACT ON CURRENT SERVICES
The increase in funding will permit the agencies to increase their client service hours and provide increased services, including but not limited to, counseling and parenting skills in the prevention and intervention of child abuse and neglect for child victims and their families in Los Angeles County.

CONCLUSION
Upon approval and execution by the Board of Supervisors, it is requested that the Executive Officer-Clerk of the Board send:
1. Six (6) original signed copies of the Standard Grant Agreement to the Office of Child Abuse Prevention (OCAP) California Department of Social Services, 744 P Street, Mail Station 19-82, Sacramento, CA 95814.
2. One copy of the adopted Board letter, Standard Agreement and the Form Amendments to Department of Children and Family Services, Contract Management Services, Attention: Rick Sakane, Assistant Division Chief.
3. One copy of the adopted Board letter and Standard Grant Agreement to Auditor-Controller, Hall of Administration, Room 603, Attention: Accounting Division.
