RECOMMENDATION TO AWARD CONTRACTS FOR
CLEAN UP AND TRASH REMOVAL SERVICES

IT IS RECOMMENDED THAT YOUR BOARD:
1. Approve and instruct the Chairman to sign the attached contracts with Si-Nor, Incorporated; Absolute Tree and Brush; and International Environmental Corporation for as needed clean up and trash removal services related to Public Administrator decedent estates, for a term of one year commencing upon date of signature; with annual compensation not to exceed $60,000 per contract for the initial year.
2. Provide for three one-year renewal periods at the option of the Treasurer and Tax Collector (TTC).
3. Authorize the TTC to execute amendments to increase the contract sum by no more than 15% annually based on unanticipated workload increases.
PURPOSE OF RECOMMENDED ACTION
As the Public Administrator for Los Angeles County, TTC administers decedent estates and, under agreement with the Department of Mental Health, provides administrative services to conservatee estates. These services include indoor and outdoor clean up and trash removal at estate properties located throughout Los Angeles County and occasionally in neighboring counties. The size and complexity of the job and the condition of the job site varies. Due to the intermittent nature of the work, the services have been provided by three private firms under Purchase Orders. The recommended replacement contracts are necessary to ensure continuation of the services when the Purchase Orders expire January 31, 2000.
JUSTIFICATION
These services have been secured from multiple firms under Purchase Orders through Internal Services Department (ISD). Since the estimated annual workload is in excess of $100,000, ISD requested TTC handle the competitive solicitation and resultant contracts. The services were rebid and the three recommended firms were the lowest, most responsible and responsive bidders.
FISCAL IMPACT
There is no impact to the County as the individual estates are billed for the costs of these services, except for occasional estates with no assets for distribution.
FINANCING
Funds are appropriated in the current years budget for these services, offset by revenue from billings to the appropriate estate(s). There is no cost to the County unless an estate has no assets.
FACTS AND PROVISIONS/LEGAL REQUIREMENTS
The attached contracts have been approved as to form by County Counsel. The contracts contain the Countys required provisions including those specifically pertaining to compliance with the Countys Child Support Program and consideration of GAIN participants for employment. The services are needed on an as needed, intermittent basis. This is not a Proposition A contract and therefore is exempt from the Living Wage provisions of County Code.
CONTRACTING PROCESS
In accordance with the Countys competitive bid process, an Invitation for Bids (IFB) was prepared and notice of the IFB was provided to the firms listed in Attachment I. The IFB was also listed on the County Office of Small Business (OSB) Web Site. Fourteen bids were received. Si-Nor, Incorporated was the lowest bidder. Due to the unpredictable variations in workload and the need for countywide coverage, it is prudent to contract with several firms for these services and the next lowest bidders were considered. International Environmental Corporation submitted the second lowest bid. SR Landscaping and Absolute Tree and Brush submitted the third lowest bids. The bid from SR Landscaping was disqualified because the IFB requirements for submitting a complete bid package were not met.
In determining the responsibility of each of the three recommended bidders, my staff reviewed the bid documents, analyzed submitted financial statements, completed State Contractor Board license checks, reviewed Dunn and Bradstreet financial reports and checked references. No irregularities or negative information were found. Si-Nor and Absolute have provided services to TTC in the past and have demonstrated their ability to perform capably. Based on our review, all three bidders appear to be responsive and responsible. As shown on Attachment II, the three lowest bids are the same or less than the prices under the current Purchase Order. The District Attorney confirmed that all three firms have submitted the required Child Support Compliance Certifications. Minority and women owner/employee statistics for recommended firms are shown on Attachment III.
IMPACT ON CURRENT SERVICES
Two of the recommended contractors currently provide the required clean up and trash removal services so there will be no disruption in service.
CONCLUSION
Instruct the Executive Officer/Clerk of the Board to return two (2) signed originals of each separate contract and one (1) adopt stamped Board letter to TTC.
