Dear Supervisors:
IT IS RECOMMENDED THAT YOUR BOARD:
1. Approve and instruct the Chairman to sign the attached contract with PDQ Personnel Services, Inc. for short-term, intermittent temporary personnel services, for a term of one year commencing upon date of signature; with annual compensation not to exceed $448,000.
2. Provide for four one-year renewal periods at the option of the Treasurer and Tax Collector (TTC).
3. Authorize the TTC to execute amendments to increase the contract sum by no more than 10% based on unanticipated workload increases.
The recommended contract will provide temporary personnel to help TTC handle several peak workload periods in critical areas of the department. Temporary personnel are needed twice a year for processing property tax payments during a three to four week period beginning the end of November and the end of March. The busiest tax collection days of the year are December 10 and April 10 and during the two-week period just prior to and following these dates, when approximately 1.1 to 1.6 million tax payments are received by mail. TTC is also responsible for enforcing collection of taxes on tax defaulted property by public sale of such properties and disbursement of excess proceeds. This year multiple auctions will be conducted to decrease the number of tax defaulted properties eligible for sale. Due to these increased workloads and need to meet compressed timeframes, the TTC desires to employ temporary staff to assist with property tax payment processing and the additional auctions.
In prior years TTC has undertaken a time consuming effort to recruit qualified recurrent personnel to handle peak workloads. If there is not a sufficient number of qualified, background-checked personnel available, TTC resorts to paying overtime to existing employees who work the peak periods. Approval of this contract will reduce the need for and associated costs of recruiting and paid overtime. Use of temporary personnel under this contract will not exceed ninety (90) days for any peak load.
The maximum contract amount for the first year is $448,000.
Funding is available in the departmental budget for Fiscal Year 1999-2000.
The attached contract has been approved as to form by County Counsel. The contract contains the required contract provisions pertaining to compliance with the County's Child Support Program and consideration of GAIN participants for employment. The County is authorized under California Government Code Section 31000.4 to obtain temporary help to assist the County during any peak load, temporary absence, or emergency order other than a labor dispute. Use of temporary help under this Government Code Section is limited to a period not to exceed ninety (90) days for any single peak load, temporary absence, or emergency situation. This is not a Proposition A contract and therefore is exempt from the Living Wage provisions of County Code.
In accordance with the County's competitive bid process, a Request for Proposals (RFP) was prepared and notice of the RFP was provided to the firms listed in Attachment I. The RFP was also listed on the County Office of Small Business (OSB) Web Site. Five proposals were received. One proposal was disqualified, as it did not meet the RFP requirements. The other four proposals were evaluated and rated by a committee according to their responsiveness to each element of the RFP, ability to provide a sufficient number of qualified staff, and proposed rates.
The proposals were ranked as follows: 1) PDQ Personnel Services, Inc., 2) Ladera Career Paths, Inc., 3) JM Staffing and 4) Intertec. The proposal from PDQ Personnel Services, Inc. was complete, detailed, and totally responsive to the RFP. PDQ Personnel Services, Inc. was the only firm indicating a specific number of qualified, fingerprinted and background checked staff in quantities to more than sufficiently handle all of the TTC's needs. Their proposal clearly demonstrated a good understanding of the scope and complexity of TTC's requirements and had an appropriate start-up plan, as well as a quality control plan. PDQ Personnel Services, Inc. is also a certified WBE firm and has a history of hiring GAIN participants. The firm has extensive County experience and currently has contracts with a variety of departments. Reference checks confirmed that PDQ Personnel Services, Inc. has a reputation of contract compliance. The proposed rates for the different levels of personnel are among the lowest submitted. The District Attorney confirmed that PDQ Personnel Services, Inc. has submitted the required Child Support Compliance Certifications.
This contract will enable TTC to meet critical departmental deadlines during peak workload periods.
Instruct the Executive Officer/Clerk of the Board to return two (2) signed originals of each separate contract and one (1) adopt stamped Board letter to TTC.
