The U.S. Congress has approved a waiver of the Community Development Block Grant (CDBG) Program public service cap for the City and County of Los Angeles, which will increase the cap from 15 percent to 25 percent and extend it through June 30, 2000. The waiver will enable the allocation of CDBG funds to the Women and Children's Crisis Shelter, Rainbow Shelter Services and Whittier-Rio Hondo AIDS Project, for three public service projects. In addition, CDBG funds will be allocated to the Women and Children's Crisis Shelter and the Su Casa Family Crisis and Support Center, for two construction projects.
CDBG Program requirements include a process for citizens to review and respond to public notices regarding proposed projects. On April 15, 1999, a Public Notice was published in the Los Angeles Times, inviting citizens to submit written comments on the five proposed projects over the next 30 days. Funds will be available following the public comment period comment period which ends on May 17, 1999.

I, THEREFORE, MOVE THAT THE BOARD OF SUPERVISORS:
1. Approve the award of a CDBG Advance Contract to the Women and Children's Crisis Shelter, in the amount of $8,000, to purchase additional computers, printers and software.
2. Approve the award of a CDBG Advance Contract to the Rainbow Shelter Services, in the amount of $10,000, to purchase additional computers and furnishings for the support group room.
3. Approve the award of a CDBG Advance Contract to the Whittier-Rio Hondo AIDS Project, in the amount of $14,653, for operating costs of the Case Management Program.
4. Approve the award of a CDBG Advance Contract to the Women and Children's Crisis Shelter, in the amount of $5,000, to landscape and plant grass in the playground area.
5. Approve the award of a CDBG Advance Contract to the Su Casa Family Crisis and Support Center, in the amount of $7,000, to surface and compact the ground and install a rubber safety mat for the playground.
6. Authorize the Executive Director of the Community Development Commission to prepare and execute standard CDBG Advance Contracts to provide CDBG funds allocated to the Fourth Supervisorial District, for the purposes described above, following approval as to form by County Counsel.
