REQUEST TO APPROVE AGREEMENT WITH

COX RADIO, INC. DBA KFI AM 640 FOR PROVISION OF A

FOSTER PARENT RECRUITMENT MEDIA CAMPAIGN FOR

IT IS RECOMMENDED THAT YOUR BOARD:

Approve and instruct the Chair to sign the attached Agreement with Cox Radio, Inc. dba KFI AM 640 to provide a Foster Parent Recruitment Media Campaign for the Department of Children and Family Services (DCFS) from May 19,1999 through June 30, 1999 in the amount of $80,000.

PURPOSE OF RECOMMENDED ACTION

The purpose of the recommended action is to increase the number of qualified foster parent applicants for the children under the care and supervision of DCFS.

JUSTIFICATION

DCFS has the responsibility of providing safe and loving foster and adoptive homes for thenumerous children under its care. This requires utilization of all available resources that are successful in recruiting qualified foster parents to meet the children's diverse needs. KFI has the necessary resources to provide an extensive multimedia campaign through its use of vignettes to be aired on their radio station, billboards, commercials, their website, and their newsletter which is distributed to an estimated 6,000 listeners. This kind of exposure can be most effective in recruiting additional foster parents within a short timeframe.

As part of the Foster Care Initiative, this campaign will enhance our recruitment efforts by increasing participation of foster parents in L. A. County Recruitment Plan and meets the requirements for claiming cost under AB 2129 funds.

FISCAL IMPACT

The total cost of the Agreement is $80,000 for the period of May 19, 1999 through

June 30, 1999.

FINANCING

The source of funding for this Agreement is from 46% Federal and 54% State revenue. There is no County cost. Funding for the Agreement is included in the DCFS FY 1998-99 budget.

FACTS AND PROVISIONS/LEGAL REQUIREMENTS

This Agreement includes the required language regarding hiring consideration for County employees targeted for layoffs, Greater Avenues for Independence (GAIN) Program participants, Termination for Improper Consideration, and the Child Support Compliance Program.

This Board Letter has been reviewed by the Chief Administrative Office. The Agreement has been approved as to form by County Counsel.

CONTRACTING PROCESS

KFI was selected to provide these services in accordance with California Department of Social Services Regulations 23-650.11 and 23-650.13.

This was a non-competitive solicitation, therefore, it was not posted on the OSB website.

IMPACT ON CURRENT SERVICES

Approval of this Agreement will allow the Department to utilize the media to assist in recruiting foster parents to meet the diverse and extraordinary needs of children under its care and supervision.
