MOTION BY SUPERVISOR DON KNABE September 26, 2000
On August 4, 2000, Delaware Governor Thomas R. Carper signed into law a statute that will automatically register young men, 18 through 25 years old, with the Selective Service System when they apply for a driver’s license or renewal.

The new law will universally assist young men to register with selective service in accordance with the long-standing Federal Military Selective Service Act. Unfortunately, not all young adult males are aware of this requirement. In fact, the new Delaware statute will protect public benefits for its citizens including
· Ensuring that the federal and state student loan programs are only available to properly registered males;
· Ensuring that most federal and civil service jobs are available to properly registered males; and,
· that registration-age immigrant men who fail to register are denied U.S. citizenship.
I, THEREFORE, MOVE that the Los Angeles County Board of Supervisors send a five-signature letter to the delegation of L.A. County State Senators and Assemblymembers and Governor Gray Davis urging that they take action to introduce legislation during the upcoming 2001-02 session of the legislature similar to the Delaware Automatic Registration legislation. The Selective Service registration compliance levels have been declining in recent years and this proposed legislation is vital to improving national security. Such a program will also aid young California men to protect their eligibility for numerous loan and job programs.
