Dear Supervisors:
1. Find that this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Public Resources Code Section 21080 (b) (8).
2. Adopt the resolution approving the minimum and maximum prices proposed by the Los Angeles Philharmonic Association for the 2001 Hollywood Bowl season.
3. Approve the schedule of maximum and minimum prices for the 2001 Hollywood Bowl season as outlined in Attachment A.
The Los Angeles Philharmonic Association (the Association) has submitted its proposed schedule for maximum and minimum price tickets for the 2001 Hollywood Bowl season as required by Agreement No. 21515 between the County and the Association.
The Association needs these increases in prices and fees in order to maintain services and cover increasing production costs and create a season that is appealing and affordable to all. Also, continuing with the Hollywood Bowl tradition of the $1 ticket, the new minimum price for Wednesday Jazz and Sunday World Music will be reduced to $1 from $5. The 2001 ticket prices are being developed with a goal toward simplifying the pricing structure. In addition, twenty-seven percent (27%) of all tickets available (4,647 seats) for each concert night remain at $10 or less with these increases.

The Department of Parks and Recreation has reviewed the Association’s proposed schedule for 2001, which performs the market survey and analysis, and finds that the pricing schedule is appropriate and maintains the high standards expected at the Hollywood Bowl, while making all programs affordable to the public.
There is no impact on the County General Fund.
Not applicable.
An increase of $5 has been proposed for the Pool Circle box seats for Wednesday Jazz and Sunday World Music. These prices will now be in line with the Classical Weekday ticket prices. It is also recommended that Sunday Pops Pool Circle seating be increased $5 to be in line with the Friday and Saturday prices.
Prices for side boxes will increase by $5 for Jazz, World Music and Sunday Pops. Also, Friday side box prices will increase by $10, making them the same as the Saturday prices, which are the same concert program, and more closely aligned with the Terrace Box prices.
There will be a $2 increase in Tuesday and Thursday Garden Box prices and a $5 increase in Wednesday Jazz and Sunday World Music box seats.
Friday Garden Box seats will be increased by $2 and Terrace box seats will increase by $7 to bring them in line with Saturday prices. Also, Sunday Pops box seats will increase by $5, making them more closely aligned with weekend concert prices.
Continuing with the Hollywood Bowl tradition of the $1 ticket, the new minimum price for Wednesday Jazz and Sunday World Music will be reduced to $1 from $5.
Prices for mid bench seating will be increased by $1 to $5 to be aligned with Jazz and World Music ticket prices.
Friday and Saturday night Superseats will increase by $2 and Sunday night Pops Superseats will increase by $5 and be aligned with the weekend pricing structure.
Hollywood Bowl accessible seating addresses the Americans with Disabilities Act code requirements, with a range of seating locations and ticket prices from the traditional $1 seat to $100 for recently installed, and extremely popular, accessible box sections. Forty percent of the accessible seats will remain at $18 or less.
Public hearing notice requirements of Government Code Section 6062(a) have been satisfied and public hearing requirements of Government Code Section 66018 will be satisfied by this action.
County Counsel has approved the attached Resolution as to form.
The proposed increases are for the purpose of (1) meeting operating expenses, including employee wage rates and fringe benefits, or (2) purchasing and leasing supplies, equipment or materials, or (3) meeting financial reserve needs and requirements and, therefore, the proposed actions are exempt for the California Environmental Quality Act, pursuant to Section 21080(b)(8) of the Public Resources Code.
The increases are not anticipated to have a significant impact on the services at the Hollywood Bowl.
It is requested that three conformed copies of this action be returned to the Department of Parks and Recreation for distribution.

WHEREAS, the Lease Agreement Number 21515 between the County and the Los Angeles Philharmonic Association executed on August 7, 1973 requires the Association to submit its proposed maximum and minimum schedule of prices to the Board for approval; and
WHEREAS, a portion of the fees will be used for capital improvement projects at the Hollywood Bowl complex; and
WHEREAS, the Association has submitted their proposed schedule in accordance with the Agreement; and
WHEREAS, it is in the County’s interest to maintain the high standards expected by the public at the Hollywood Bowl; and
WHEREAS, the County has conducted a noticed public hearing on the fee increases; and
NOW THEREFORE BE IT RESOLVED by the Board of Supervisors of the County of Los Angeles, State of California as follows:
The Los Angeles Philharmonic Association may make the adjustments to the maximum and minimum price schedule only as outlined in “Attachment A” entitled “Los Angeles Philharmonic Association Hollywood Bowl 2001 Maximum and Minimum Ticket Prices.”
The foregoing Resolution was on the day of , 2000, adopted by the Board of Supervisors of the County of Los Angeles and ex-officio the governing body of all other special assessment and taxing districts, agencies and authorities for which said Board so acts.
