Attached is a resolution adopted by the Regional Planning Commission at its regular meeting of May 24, 2000 regarding the applicant=s proposal to develop 1,248 single family residences, 968 condominiums, 329 apartments, 180,000 square feet of commercial floor area, private recreation facilities, a public park and multi-use trail, and public facilities including the Decoro Drive bridge, on 966.6 acres of land.

1) The Special Management Areas Policy Map to add 31.6 acres to the Hillside Management category and to reduce the Significant Ecological Area category by 15 acres;

2) The General Development Policy Map to decrease the Urban Expansion (4) category by 16.6 acres, increase the Non-Urban Hillside (7) category by 31.6 acres, and decrease the Significant Ecological Area category by 15 acres;

3) The Conservation and Open Space Policy Map to show an increase in Other Non-Urban and Non-Residential designation from 498.6 acres to 515.2 acres; and

4) The Housing Development and Neighborhood Conservation Policy Map to show a decrease of 16.6 acres in the Residential Expansion category and an increase of 16.6 acres in the Other Non-Urban and Non-Residential category.

2) the subdivision of the 966.6 acre project site into 1,521 lots: 1,248 single family residence lots, 14 multi-family residence lots for a maximum of 968 condominium and 329 apartment units, 12 public facility lots, 3 recreation lots, 110 open space lots, 11 commercial lots, 50 lots for private and future streets, 22 lots for private drives, 19 private alley lots, 3 bridge lots and 29 paseo/trail lots.

3) the removal of 13 oak trees and encroachment within the protected zone of an additional three trees.

Commission Hearing Summary:

June 16, 1999

The Commission heard the staff presentation and applicant=s description of the proposed project. A representative of the City of Santa Clarita testified and expressed concerns on project design. A representative of the Santa Clarita Organization for Planning the Environment (SCOPE) testified in opposition to the project. The Commission requested additional information from staff and the applicant and the public hearing was continued to August 23, 1999.

August 23, 1999

The Commission heard further testimony on the project and again requested additional information from staff and the applicant in response to the issues raised by SCOPE. The public hearing was continued to October 4, 1999.

October 4, 1999

The Commission discussed the project and heard testimony from the applicant in favor of the project. The Commission indicated its intent to approve the project but directed the applicant to meet with the City of Santa Clarita and the Los Angeles County Department of Parks and Recreation to determine ways to provide additional public park land for the project. The

Commission then closed the public hearing and voted 5-0 to approve Commissioner Pederson=s motion to instruct staff to prepare a Final Environmental Impact Report and findings and conditions for approval, including a condition requiring the payment of fees for operation and maintenance of public park facilities.

March 8, 2000

The Commission briefly discussed park related issues and continued the discussion to April 3, 2000.

April 3, 2000

The Commission discussed the proposed 15.43 acre public park, and the additional $2 million for improvements the applicant was providing. Representatives of the Department of Parks and Recreation indicated that the proposed funding would not be sufficient to fully improve the

parks required by the North River Park and Trail agreement and requested additional money. The applicant explained his position that negotiations with the Department of Parks and Recreation had resulted in the new proposal and that more additional funding should not be required. After further discussion, the Commission, on Commissioner Pederson=s motion, voted 5-0 to delete a draft condition to require operation and maintenance fees and to add conditions reflecting the additional parkland and fees for improvements negotiated with the Department of Parks and Recreation.

May 24, 2000

On a motion by Commissioner Pederson, seconded by Commissioner Vargo, the Commission voted 4-0 (Commission Campbell absent) to approve the attached resolution recommending the general plan amendment and zone change, granted the conditional use permit, oak tree permit and parking permit, and tentatively approved the vesting tentative tract map.

At the time of hearing, in the event your Honorable Board approves the recommended changes as outlined in the resolution, it would be appropriate to approve the preparation of an ordinance effecting the changes of zone.
