BOARD RESOLUTION AND AGREEMENT NOS. SCC97141 AND LAC99421 WITH THE STATE OF CALIFORNIA DEPARTMENT OF CORRECTIONS (5th District) (3 votes)
IT IS RECOMMENDED THAT YOUR BOARD:
1. Approve and instruct the Chair to sign the attached Resolution (Attachment B) to allow the County to enter into contracts with the State of California, Department of Corrections.
2. Approve and instruct the Director of Health Services, or his designee, to sign State Agreement No. SCC97141, effective June 17, 1998 and Agreement No. LAC99421, effective July 1, 1999, substantially similar to Exhibits I and II, with the State of California, Department of Corrections, at no County cost.
3. Delegate authority to the Director of Health Services, or his designee, to sign subsequent amendments to Exhibits I and II that may be offered by the State of California Department of Corrections.
The purpose of the recommended actions is to allow High Desert Hospital to provide medical services to inmates of the State of California, Department of Corrections.

In approving these actions, the Board is:
· authorizing the Chair to sign the attached Resolution of the Board of Supervisors, allowing the Department of Health Services (DHS) to contract with the State of California, Department of Corrections (CDC), for the provision of medical services to inmates referred by the CDC.
· authorizing the Director of Health Services, or his designee, to sign Agreement No. SCC97141 for the provision of urgent care/intensive care services by High Desert Hospital (HDH), on a fee-for-service basis, to inmates referred from the Sierra Conservation Center, effective June 17, 1998 through March 31, 2000.
· authorizing the Director of Health Services, or his designee, to sign Agreement No. LAC99421 and Amendment No. 1 to the agreement, for the continued provision of medical services currently provided by HDH to inmates referred from California State Prison Los Angeles County (CSPLAC). The effective date of the agreement is July 1, 1999 through June 30, 2001.
· delegating authority to the Director of Health Services, or his designee, to sign any subsequent amendments to Agreement Nos. SCC97141 and LAC99421, for the continued provision of medical services to inmates referred by the CDC.
The funding provided under the recommended agreements will allow the CDC to pay the County for authorized medical services provided to inmates at HDH. All services will be provided by HDH's existing staff.
There are no net County costs.
All health care services provided by HDH will be paid to the County at the fee-for-service rates approved under State Agreement Nos. SCC97141 and LAC99421. These agreements provide for funding to be used by the CDC for the provision of medical services by HDH.
Agreement No. SCC97141 will allow HDH to bill for services provided to inmates from the Sierra Conservation Center, as of June 17, 1998.

In accordance with Government Code, Section 6254.14, all information related to these agreements or subsequent amendment(s) is exempt from public disclosure for a period of one year after the execution date of these agreements or subsequent amendment(s). All rate of payment information related to these agreements or subsequent amendment(s) is exempt from public disclosure for a period of four years after the execution date of these agreements or subsequent amendment(s)
On December 9, 1997, the Board adopted (as required by the State) a resolution to approve Agreement No. LAC97421 between the County of Los Angeles and the CDC, CSPLAC for the provision of inpatient and outpatient health care services to prison inmates by HDH, effective October 21, 1997 to June 30, 1999.
Agreement Nos. SCC97141 and LAC99421 require a Board resolution reflecting approval and authorization for the County's HDH to provide services under a contract with the CDC. The recommended agreements authorize HDH to provide medical services at certain confidential fee-for-service rates.
Following approval by the Board, Agreement No. SCC97141 will be effective June 17, 1998 through March 31, 2000, and Agreement No. LAC99421 will replace Agreement No. LAC97421, effective July 1, 1999 through June 30, 2001.
Contracting with the CDC is a component of the County's development and implementation of an alternate business plan, which focuses on contracting for selected services to reduce operating cost and to maintain County provided services in the Antelope Valley area.
Advertisement on the Office of Small Business' Countywide Web Site is not applicable.
These contracts will allow the CDC to continue referring inmates from the CSPLAC and from the Sierra Conservation Center for the provision of medical care services by HDH staff at the hospital.
Agreement No. SCC97141 will allow HDH to bill for services provided to inmates from the Sierra Conservation Center, as of June 17, 1998.

RESOLUTION
The Board of Supervisors of the County of Los Angeles, at the meeting identified below, approved contracting between the County of Los Angeles and the State of California, Department of Corrections, for the provision of medical care services to prison inmates at High Desert Hospital. This Resolution authorizes the Director of Health Services, or his designee, to sign Agreement SCC97141 and Agreement LAC99421 and any subsequent amendments to these agreements between the County of Los Angeles and the State of California, Department of Corrections.
Agreement SCC97141, effective June 17, 1998 through March 31, 2000, provides for urgent care/ intensive care services to inmates referred to High Desert Hospital from the Sierra Conservation Center.
Agreement LAC99421, effective July 1, 1999 through June 30, 2001, provides for inpatient/outpatient health care services to inmates referred to High Desert Hospital from the California State Prison Los Angeles County.
