AGREEMENT TO PROVIDE IBM DISASTER RECOVERY SERVICES
(ALL DISTRICTS - 3 VOTES)
IT IS RECOMMENDED THAT YOUR BOARD:
Approve and instruct the Chairman to sign the Agreement with Comdisco Continuity Services to provide the County with IBM computer disaster recovery services for three years with a first year cost of $90,480.
Authorize the Interim Director, ISD, to increase contact costs should facilities need to be upgraded or expanded under the same conditions of the base contract, up to a maximum of 25% over the annual value.
Authorize the Interim Director, ISD, to award renewals for each of the two optional one-year periods.
The purpose of this action is to provide ISD's IBM Data Center with backup computing resources at Comdisco's computer disaster recovery hotsite facility.
The Agreement provides the County with an emergency backup facility for computer processing in case of a disaster. Comdisco maintains the necessary hardware and software configuration in a ready state to conduct business within 24 hours of the County's declaration of a disaster.
The ISD IBM Data Center, located in Downey, California, serves the critical needs of such customers as the DistrictAttorney, Department of Health Services, the Sheriff, and other County departments. The County would suffer irreparable harm if the IBM Data Center were rendered inoperable due to a disaster.
The proposed Agreement will allow ISD to meet its obligations for disaster recovery preparedness. Without the proposed Agreement, there would be no disaster recovery capability.
The Agreement has a three (3) year term with two one-year extensions as an option. The first-year cost is $90,480 for monthly subscription fees.
The subscription fee expense will be recovered through billings to County departments that use the IBM Data Center. Adequate funding for the current fiscal year is provided in the County's adopted FY 1998-99 budget. Funding for the subsequent years will be requested in the budgets for FY 1999-00 and FY 2000-01.
The Agreement is with Comdisco Continuity Services and is for a three (3) year term which will begin February 1, 1999. ISD has determined that the services to be performed under this Agreement are of an extraordinary, professional and technical nature and are needed on a part-time or intermittent basis. The Agreement has been approved as to form by County Counsel.
The Agreement requires the contractor have a Year 2000 compliance program.
In addition, the contractor shall give first consideration for any employment openings to County employees targeted for layoff or qualified former County employees who are on a re-employment list during the life of the contract when filling future vacancies. The contract also requires that the contractor consider hiring participants in DPSS' GAIN program who meet the contractor's minimum qualifications for open positions. The County will refer GAIN participants by job category to the contractor.
The County Office of the District Attorney approved the Dependent Support Program provisions of this Agreement.
Community Business Enterprise (CBE) information is provided in Attachment 1. On final analysis and consideration of award, Comdisco was selected without regard to gender, race, creed or color.
In May 1998, a Request For Information (RFI) was sent to thirty potential vendors to determine which firms were interested in providing service upon the expiration of the current Agreement. The RFI was also posted on the County Internet Web site. Only four vendors responded. One vendor's submission was not compliant. The remaining three vendors submitted comprehensive responses. Comdisco was the lowest priced bidder.
ISD's IBM Data Center serves the critical needs of such customers as the District Attorney, Department of Health Services, the Sheriff and other Los Angeles County departments. The proposed Agreement will allow the County to provide a means of operating in the case of a disaster.
This Agreement will replace the current Agreement effective February 1, 1999.
