COUNTY LIBRARY COMMISSION TRAVEL AUTHORIZATION
(ALL DISTRICTS) (3 VOTES)

JOINT RECOMMENDATION WITH THE COUNTY LIBRARY COMMISSION THAT YOUR BOARD:

Authorize travel for Library Commission members to San Diego and Sacramento involving one person for two nights in San Diego and two persons for one night in Sacramento for conferences relating to funding and development of library services at estimated cost of $1,500.

PURPOSE OF RECOMMENDED ACTION

The County Library Commission, a 20-member uncompensated advisory body, requests authority for a limited number of members to attend conferences involving other library jurisdictions on topics related to the Library Commissions mission. Consistent with Board action in 1996, the Commission is currently focusing both on reviewing existing service and promoting the funding of additional services to communities served by the County Public Library. The Commission concludes that information and interchange at these conferences will assist Commission members in their work and provide opportunities for library advocacy.

JUSTIFICATION

The County Library Commission is requesting approval to send the Chairperson to a two-day workshop being conducted by the Urban Library Council on February 6 and 7, 1999 in San Diego where the program will focus on the public and professional expectations for the future of libraries in the context of technological changes. The Commission also proposes to send two members to Sacramento on April 27, 1999, to participate in the California Library Association annual legislative day program, including presentations geared to library advisory boards and visits to legislative members aimed at promoting local library support by the State.

FISCAL IMPACT

The cost of these two conferences will have negligible fiscal impact on the County Library budget.

This travel can be financed within the adopted Library Fund budget for FY 1998-99. The Library Commission has been active in securing funding for the County Library both at the State and local levels and improving communication regarding needs and expectations from the various incorporated and unincorporated communities served by the County Library service.

FINANCING

The estimated cost of this travel is $1,500. This amount can be financed within the County Librarys current operating budget.
