RECOMMENDATION REGARDING PROCLAMATION OF "LOS ANGELES COUNTY DRUG-FREE WEEK" (3 VOTES)
IT IS RECOMMENDED THAT YOUR BOARD:
Proclaim January 25 - 29, 1999, "Los Angeles County Drug-Free Week".
PURPOSE OF RECOMMENDED ACTION:
The purpose of the recommended action is to respond to a request by the Partnership for a Drug-Free America, the Partnership for a Drug-Free California, and the Partnership for a Drug-Free Southern California to proclaim the week of January 25, 1999, as "Los Angeles County Drug-Free Week".
It would be ideal if a representative of your Board or a designee would present a scroll at the main media event scheduled for Tuesday, January 26th, from 10:30 a.m. to 11:30 a.m., at the Foshay Learning Center, 3751 South Harvard Boulevard, Los Angeles. Among those expected to be represented that day are the Governor, the Superintendent of the County Office of Education, and the Mayor, City of Los Angeles.
The mission of the Partnerships is to reduce the demand for illegal drugs through media advertising and to strengthen the anti-drug attitudes of youth. The first annual Drug-Free Southern California Day was celebrated on January 29, 1997; the second on January 14, 1998. The celebration has been expanded to a week this year.
A sample Resolution is attached for your information and use, if you wish.
JUSTIFICATION:
Drug use is a critical health and social issue facing our communities, particularly our youth. The Partnership for a Drug-Free Southern California provides the leadership for a community-wide effort among public officials, parents, students, agencies, and the media to strengthen anti-drug youth attitudes. The proclamation of "Los Angeles County Drug-Free Week" is an opportunity to show that the County is committed to supporting youth programs and offering positive alternatives to a drug lifestyle in each community.
FISCAL IMPACT:
There is no direct fiscal impact.

In Support of Establishing
"Los Angeles County Drug-Free Week"
WHEREAS, drug use is a critical health and social issue facing our communities; and the well-being of youth depends upon recognizing the risks involved in trying or using drugs; and
WHEREAS, the Partnership for a Drug-Free Southern California provides the leadership for a community-wide effort among public officials, parents, students, agencies, and the media to strengthen anti-drug youth attitudes; and
WHEREAS, the County of Los Angeles is committed to supporting youth programs and offering positive alternatives to a drug lifestyle in each community:
NOW, THEREFORE, BE IT RESOLVED, by the Board of Supervisors of the County of Los Angeles that January 25-29, 1999, be proclaimed "Los Angeles County Drug-Free Week" and that all residents are encouraged to take a pledge for drug-free lives.
