IT IS RECOMMENDED THAT YOUR BOARD:

PURPOSE OF RECOMMENDED ACTION

On June 22, 1993, your Board approved a cooperative agreement with the Ventura County Flood Control District (VCFCD) to share grant funds provided by the State Coastal Conservancy (Conservancy) for the preparation and development of the Plan. The purpose of the Plan was to develop guidelines for the management of the resources of the River and clarify issues and address and resolve conflicts between the various stakeholders and interest groups.

Ventura County contracted with CH2M Hill for the initial technical work on the Plan. Although portions of the study were done as "in-kind" services from the members of the Steering Committee, the complexity of the the Plan exhausted the initial funding. As a result, on June 17, 1997, your Board approved a supplemental agreement between the VCFCD and this County to provide an additional contribution of $50,000 toward the preparation of the Plan.

To date, a total of $506,000 in grant funds and direct financial support have been collected from members, agencies and stakeholders.

Additional funding, estimated at $300,000, is now being sought to complete the preparation of the Plan. The Conservancy has proposed contributing up to a maximum $100,000 toward this effort, contingent upon financial support and commitments from other agencies and stakeholders.

JUSTIFICATION

The Plan, once completed, will provide a long-term blue print to help keep this River as natural as possible while still adequately addressing the concerns of the many stakeholders along this 100-mile long river. Also, the County will benefit from a completed Plan by having uniform guidelines to use for managing the resources along the River.

FISCAL IMPACT

The total cost to the County will be $50,000.

FINANCING

Funding of the final preparation of the Plan is available from the Department's Flood Control District Funds.

FACTS AND PROVISIONS/LEGAL REQUIREMENTS

Prior to the Director's approval, the agreement will be reviewed from a legal standpoint and approved by County Counsel. The agreement will then be forwarded to VCFCD for their approval.
