REQUEST FOR PUBLIC-PRIVATE PARTNERSHIP CONCEPTS - DISTRICT ATTORNEY BUREAU OF FAMILY SUPPORT OPERATIONS

JOINT RECOMMENDATION WITH THE DISTRICT ATTORNEY AND AUDITOR-CONTROLLER THAT YOUR BOARD:

PURPOSE OF RECOMMENDED ACTION

On December 15, 1998, on motion of Supervisor Antonovich, your Board instructed our offices to report back with plans to circulate a Request for Concepts to determine the feasibility of pursuing public-private partnerships to assist the District Attorney (DA) Bureau of Family Support Operations (BFSO). The attached Request for Public-Private Partnership Concepts (RFC) is in response to this Board Order.

The RFC will obviate the need to proceed with the November 10, 1998 Board Order related to the "30-Day Challenge." The locate function described in the "30-Day Challenge" is one of the RFC public-private opportunities. As noted in the attached RFC, and as the DA has advised your Board, the DA will shortly release a Request for Proposals (RFP) for the locate function; potential RFC respondents are invited to request a copy of the RFP.

JUSTIFICATION

The RFC was developed to allow private entities an opportunity to formulate viable concepts and approaches for a variety of specialized child support tasks and operations. The process is designed to provide a level of flexibility that encourages creativity and innovative concepts.

FISCAL IMPACT

There is no direct fiscal impact related to the release of the RFC. Should one or more of the privatization opportunities be recommended as a result of this process, fiscal impacts will be identified at that time.

FINANCING

None required.

FACTS AND PROVISIONS/LEGAL REQUIREMENTS

The RFC does not commit the County to any future contracting process. The responding organization is responsible for all costs associated with the preparation of the RFC response.

Upon Board approval, our offices will advertise the RFC utilizing various publications and the Office of Small Business web site. The document will be mailed to a variety of organizations that perform services related to the opportunities detailed in the RFC. The RFC would be issued during the week of January 25-29, 1999. Responses would be filed with this office no later than Thursday, March 18, 1999.

Our offices will review each RFC response to determine if the public-private opportunity is a candidate for privatization and subsequent issuance of a Request for Proposals (RFP) or other solicitation document. Our offices will report back to your Board at the conclusion of this RFC review process.

IMPACT ON CURRENT SERVICES (OR PROJECTS)

Solicitation of concepts will not directly impact BFSO activities. However, privatization opportunities which may be recommended as a result of this process could serve to enhance the efficiency and/or effectiveness of BFSO, and/or produce cost savings.
