IT IS RECOMMENDED THAT YOUR BOARD ACTING AS THE GOVERNING BODY OF THE CONSOLIDATED FIRE PROTECTION DISTRICT:

PURPOSE OF RECOMMENDED ACTION:

Your approval of plans and specifications and advertising the call for bids for this phase of the Del Valle Master Site Development will permit the Department to utilize one continuous trench for the water supply, natural gas, and telecommunication systems thus reducing construction cost.

JUSTIFICATION:

The new infrastructure systems are required for further expansion of the DVTC to include sprinklers, fire protection, hydrants, training exercises and classrooms.

The Department acquired the Del Valle property from Unocal in 1986. Non-potable water, used for training purposes only, was supplied by cooperation of both Unocal and Newhall Land and Farm, a local water supplier to neighboring communities. All drinking water was bottled.

Now, however, a new source of potable water must be built. Because the Department has been expanding training classes and facilities at Del Valle, the master plan for Del Valle includes structures requiring fire protection systems with a greater water capacity than the existing tank. A system of fire hydrants is also required in order to comply with the Fire Code in conjunction with the interior sprinkler systems. The DVTC water system will connect to County Water District 36 water system. The distribution system will be connected to all existing buildings and future building sites, to support continuation of the Master Site Development.

Additionally, the natural gas supply system needs to be replaced due to deterioration of the existing supply pipes and anticipated future demand. Telecommunication conduits must also be installed to meet the future demands of the DVTC.

FISCAL IMPACT:

Total costs for construction are budgeted not to exceed $765,000, which includes $450,000 for the water supply and distribution system, $65,000 for the storage tank, $125,000 for the natural gas supply and distribution system and $125,000 for the telecommunications system.

FINANCING:

Sufficient funds are budgeted in the Fire Department's 1998-99 Del Valle ACO Fund - Capital Project No. 70595 (Del Valle Master Site Development).

FACTS AND PROVISIONS/LEGAL REQUIREMENTS:

The plans and specifications will be on file at the Los Angeles County Fire Department, Fire Command and Control Facility, Construction and Maintenance Division, 1320 North Eastern Avenue, Room 118, Los Angeles, California 90063, where they may be examined by interested persons. Should copies be desired, they may be purchased for $10 per copy.

Contractors will be in compliance with the Board motion of April 9, 1991, regarding contract opportunities for Community Based Enterprises (CBE). To assure accessibility of the plans by CBEs, the documents will also be available for review at commercial plan rooms at no cost to the County or District.

The contract will contain a provision requiring the contractor to give the right of first refusal to displaced County employees if the contractor requires additional personnel after the award of contract.

The appropriate language regarding child support and related notices will be included in the contract.

IMPACT ON CURRENT SERVICES (OR PROJECTS):

Further development of training facilities and operations cannot proceed without a new potable water delivery system. A new water system is necessary for the safety (hydrants and fire sprinkler) and health (drinking water) of all who utilize the DVTC.

NEGATIVE DECLARATION/ENVIRONMENTAL IMPACT REPORTS:

A negative declaration was prepared and adopted by your Board for the entire Del Valle development in 1991 pursuant to the provisions of CEQA.

CONCLUSION:

Upon selection of a contractor, the District will return to the Board with recommendation for contract approval and award.

Upon approval by your Honorable Board, please seal and return the plans and specification to the District for further processing.

INSTALLATION OF WATER MAINS, FIRE HYDRANTS AND APPURTENANCES
DEL VALLE TRAINING CENTER

Notice is hereby given that sealed bids be received by the Fire Chief of Los Angeles County Fire Department at the Fire Command and Control Facility, Construction and Maintenance Division, 1320 North Eastern Avenue, Room 118, Los Angeles, California 90063, prior to 2:00 p.m. on the 10th day of February 1999, for the furnishing of all materials, labor, and equipment required for the Del Valle Training Center (DVTC) water supply system, natural gas supply system, and telecommunication system located at 28101 Chiquito Canyon Road, Castaic, CA 91384, in accordance with plans and specifications on file in the office of the Board of Supervisors and open to the inspection of bidders.

Copies of said plans and specifications may be purchased by general contractors from the above address upon receipt of $10 per copy of same.

Each bid must be in duplicate and accompanied by a certified check, cashier's check, or surety bond in the sum of TWENTY-FIVE THOUSAND DOLLARS ($25,000), payable to the County of Los Angeles, for which it is understood and agreed, by and between the bidder and the Los Angeles County Fire Department, that the same will be forfeited to the Los Angeles County Fire Department in the event that the successful bidder refuses to enter into a contract satisfactory to the Board of Supervisors, acting for and on behalf of the Los Angeles County Fire Department; and, in addition thereto, the successful bidder will be required to file sufficient bonds for the faithful performance of the contract and the payment of laborers and material suppliers.

The Fire Chief may, without Board approval, issue an addenda to the contract documents during the period of advertising for bids for the purpose of clarifying or correcting special provisions, plans, or bid proposal, provided that any addenda does not change the original scope and intent of the project.

Purchasers of contract documents will be notified and furnished copies of such addenda, either by certified mail or personal delivery, during the period of advertising.

SPECIAL INSTRUCTION TO BIDDERS: Bidders must satisfy themselves, by personal examination of the proposed work and by such other means as they may prefer, as to the actual conditions and requirements of the work and shall not at any time after submission of the bid dispute, complain or assert that there was any misunderstanding in regard to the nature or amount of work to be done.

The Board reserves the right to reject any and all bids not deemed advantageous to the Los Angeles County Fire Department or to select the successful bidder on or before the 10th day of May 1999.
