ENGINEERING SERVICES CONTRACT TO PREPARE PARCEL MAPS FOR 11 PROPERTIES IN UNINCORPORATED ATHENS AND WILLOWBROOK (2)

IT IS RECOMMENDED THAT YOUR BOARD:
1. Approve a two-year Engineering Services Contract, in the amount of $114,555, between the Community Development Commission and Andel Engineering Company, to prepare parcel maps and perform related civil engineering services to subdivide 11 Commission-owned properties located in the unincorporated Athens and Willowbrook areas of Los Angeles County, as identified in Attachment A, which will be developed with an estimated 28 for-sale homes or detached condominiums for low-income households, effective on the date of Board approval.
Authorize the Executive Director to execute the contract, and related documents, to complete the work described above, using Community Development Block Grant (CDBG) funds allocated to the Second Supervisorial District.
Authorize the Executive Director to approve contract change orders in an amount not exceeding $22,911, using CDBG funds allocated to the Second Supervisorial District.
Authorize the Executive Director to execute amendments to the Engineering Services Contract to revise the scope of services or other terms and conditions, as necessary to implement the project without changing the original amount of compensation and the amount approved for change orders, following approval as to form by County Counsel.
PURPOSE OF RECOMMENDED ACTION:
The purpose of this action is to award an Engineering Services Contract to Andel Engineering Company to prepare parcel maps and perform related civil engineering services for the subdivision of 11 Commission-owned properties located in the unincorporated Athens and Willowbrook areas.
JUSTIFICATION:
The contract is necessary to subdivide the 11 vacant multifamily properties in order to develop 28 for-sale single family homes or detached condominiums for low-income households earning less than 80 percent of the County median income.
FISCAL IMPACT:
There is no impact on the County general fund.
FINANCING:
The Engineering Services Contract is being funded with CDBG funds allocated to the Second Supervisorial District. A twenty percent contingency is also being set aside for unforeseen costs, using the same source of funds.
FACTS AND PROVISIONS/LEGAL REQUIREMENTS:
The Commission wishes to proceed with awarding the attached Engineering Services Contract in order to complete the subdivision work. Andel Engineering will also complete related civil engineering services, as needed, during the two-year contract period. Finished lots will then be made available to private developers through a proposal process to be conducted by the Commission. Agreements with these developers will be provided to your Board for approval at a future date.
The proposed work is being federally funded, and is not subject to the requirements of the Greater Avenues for Independence (GAIN) Program implemented by the County of Los Angeles. Instead, Andel Engineering Company must comply with Section 3 of the Housing and Community Development Act of 1968, as amended, which requires that employment and other economicopportunities generated by certain U.S. Department of Housing and Urban Development (HUD) assistance be directed to low- and very low-income persons, particularly to persons who are recipients of HUD housing assistance.
The Engineering Services Contract has been approved as to form by County Counsel and executed by Andel Engineering Company.
CONTRACTING PROCESS:
On December 6, 1996, the Commission issued a Request for Qualifications (RFQ) from firms to provide architectural and engineering services for the development and rehabilitation of various housing developments throughout the County of Los Angeles. On December 27, 1996, Statements of Qualifications were received from 27 firms. On May 28, 1997, evaluation of the Statements of Qualifications was completed by a panel of Commission staff according to the RFQ requirements. The six top ranked firms, including Andel Engineering Company, were interviewed and selected for placement on a qualified list for future use.
In July 1998, in accordance with HUD guidelines, the Commission solicited letters of qualifications, specifically for the subject sites, from the six top ranked firms. The following five qualified firms submitted letters of qualifications: Andel Engineering, Huitt Zollars, B&E Engineering, SR Consultants and John M. Cruikshank Consultants. These firms were interviewed and evaluated according to the Commission's solicitation, and Andel Engineering Company was determined to be the most responsive. Andel Engineering Company subsequently submitted a description of engineering services, and entered into fee negotiations which resulted in an agreement of $114,555 for the required services. The Summary of Outreach Activities is provided with this letter as Attachment B.
The above outreach was conducted prior to the Board's directive to include contracting opportunities on the County Office of Small Business Web Site.
IMPACT ON CURRENT PROJECT:
The proposed actions will provide the preliminary work required to develop 28 for-sale homes or detached condominiums for low-income households.

Summary of Outreach Activities
On December 6, 1996, an open outreach was initiated to identify civil engineering firms for placement on a qualified list for future use. Selected firms were to provide a range of civil engineering services for the Community Development Commission.

B. Distribution of Request for Qualifications
Requests for Qualifications were distributed to 190 civil engineering firms on the Commission's list of consultants. Of these firms, 116 indicated that they were minority or female-owned.
C. Statements of Qualifications
On December 27, 1996, Statements of Qualifications were received from 27 firms, of which 13 firms indicated that they are minority-owned and four indicated they are female-owned. These firms were evaluated by a panel of Commission staff, and the six top ranked firms were placed on a qualified list for future use.
In July 1998, letters of qualifications were solicited from the six top ranked firms to prepare parcel maps and related civil engineering services for the subdivision of 11 Commission-owned properties in unincorporated Athens and Willowbrook. Five firms responded to the solicitation and were interviewed by the Commission. Andel Engineering Company was determined to be the most qualified, and a fee of $114,555 has been negotiated with this firm to perform the required services over a two-year period.
