Dear Supervisors:

ALLOCATION OF JTPA TITLE IIA FUNDS FOR CUSTOMIZED TRAINING AND EMPLOYMENT PROJECTS
(ALL DISTRICTS) (3 VOTES)

IT IS RECOMMENDED THAT YOUR BOARD:

1. Approve the allocation of JTPA 1998-99 Title IIA funds in the amounts of $158,000 for People Assisting the Homeless (PATH) and $73,000 for Pepsi Cola for customized training and employment projects effective date of Board approval through June 30, 1999.

2. Authorize the Director of Community and Senior Services or her designee to execute the contracts with the agencies included in Recommendations. After County Counsel approval, utilizing the Customized Referral Contract boiler plate approved by your Board on January 20, 1998.

3. Authorize the Director or her designee to adjust the agencies funding amounts, increasing or decreasing by 15% the original allocations, based on performance and effective utilization of funds and also authorize the Director or her designee to execute the necessary contract amendment after County Counsel approval.

PURPOSE OF RECOMMENDED ACTION:

This letter requests Board approval to allocate JTPA Title IIA funds in the amounts of $158,000 for PATH and $73,000 for Pepsi Cola for customized training and employment projects.

JUSTIFICATION:

Customized Training is an innovative public/private sector partnership originally initiated during the 1994-95 program year to train JTPA eligible participants for specific jobs which private employers have identified. These employers have committed to hire all JTPA participants who successfully complete training. This project not only guarantees jobs upon completion of training, the jobs generally pay higher than average starting wage for JTPA participants and also include employee benefits.

FISCAL IMPACT:

The State JTPA award provides for County wide overhead and administrative costs. Therefore, there is no impact on County General Funds.

FINANCING:

The County's 1998-99 JTPA Title IIA Adult Employment and Training Program is financed by a State Grant Award of $13,367,883.00. This award was accepted by your Board on June 16, 1998.

FACTS AND PROVISIONS / LEGAL REQUIREMENTS:

The Customized Referral Contract and Amendment forms to be used for this program were prepare by County Counsel and adopted by your Board on January 20, 1998. The Private Industry Council (PIC) approved the customized training and employment projects with PATH and Pepsi Cola on September 22. 1998.

CONTRACT PROCESS:

PATH and Pepsi Cola were selected through an ongoing Request for Quotation (RFQ) procurement process. The minority/women participation surveys are included as Attachment A.

IMPACT ON CURRENT SERVICES:

Approval of the recommendations contained in this letter will allocate funds for customized training projects which will provide job training and guaranteed job placements for 99 participants.
