MOTION BY SUPERVISOR DON KNABE September 29, 1998

I remain very concerned about the Departments consistent

underperformance with its re-engineering project.

This fiscal year, DHS advised this Board that the Department

would be achieving $83 million in re-engineering savings. We

have been told today that the $83 million goal is not realistic

and the savings will be much less. Last fiscal year, the Depart-

ment also underachieved its targeted goals and saved only $3

million department-wide for the entire fiscal year.

Under the mandate of the 1115 Waiver as well as under our

responsibilities to the public, it is essential for the Depart-

ment to restructure and to become more efficient. When the

Waiver expires in the Year 2000, the Department needs to have a

restructured system that will enable it to have a balanced

budget.

Any departmental surpluses that are now in existence will be

wiped out by the end of Fiscal Year 1999/2000. In addition,

underachievement of re-engineering savings this year and next

year will further worsen the departments projected future budget

deficit.

It is imperative that DHS start revamping its restructuring/

re-engineering efforts now. This Board must be assured that

re-engineering is actually taking place to prevent draconian cuts

in future years.

It is clear to me that the department would benefit from

outside assistance in this area. I believe that the Board should

create a Blue Ribbon Health Task Force to work with the Countys

management team to assist in oversight of this project and to

develop additional recommendations to assist DHS in getting back

I, THEREFORE, MOVE that the Board of Supervisors direct the

Chief Administrative Officer to immediately convene a Blue Ribbon

Health Task Force comprised of representatives from the following

categories:

_ Two appointments by each member of the Board of Super-

visors;

_ A community representative;

_ A labor representative; and

_ A financial/health expert from the private sector.
